DEPARTMENT ACCOUNTABILITY AND INTERNALIZATION

There has been a history of different departmental councils either not following the regulations that have been set by the SUS in terms of how to handle money or by completely disregarding that the SUS is financially and legally responsible for them. There are a few ways this monitoring can be achieved, one of the most reasonable is by using the current audit structure. The way it works right now is that departmental VP finances submit a few budgets a year and a team of us look through and evaluate them to see if there are any discrepancies. So far, we use consequences to incentivise departments, such as taking away funding, but I believe we can take a stronger stance. One of the initiatives I want to put in place is to restructure our budget to an extent and set aside money for departments that act responsibly and score well on their budgets. Additionally, I would begin the process of internalizing certain societies who are not reporting how their money is being spent in order to reduce the risk associated with having a bank account under the SUS name but not in our control. By continuing with the process of internalization and proving the proper incentives, we can simplify how money is managed in the SUS and ensure efficiency and transparency.

TRANSPARENCY

At the end of the day, the money we use comes from you folks. As such, you should know exactly where it is going and how it is being spent, both at the SUS level and at the departmental level. Currently the SUS budget is relatively easily accessible as it is kept on the SUS website with an archive of every budget since Winter 2009 but there is no standard as to departmental transparency. This initiative will work in tandem to the previous one and make budgets more accessibly for the student body so that you know exactly how your money is spent.

GOING CASHLESS

Cash is just bad.
This one is pretty self-explanatory but keeping records of transactions are much easier when cash is not involved. As such I would continue the movement of the society towards a cashless system that would streamline operations, increase transparency and ensure accountability.
